Thoralf Sandaker was a Norwegian rower who represented Christiania Roklub in Oslo. In 1948 Sandaker was selected as the cox for the coxed fours event at the London Olympics. The Norwegian crew lost their heat before winning their repêchage to advance to the quarter-finals where they were eventually eliminated. In 1954 Sandaker emigrated to North America where he worked as an aircraft mechanic, living in Glendale, California.
