The rowing events at the 1900 Paris Exposition were noted to be very popular, with large crowds gathering on the Seine to watch. With the exception of the Vesper Boat Club (Philadelphia) eight, the rowing competition was completely a European championship. Britain was poorly represented, as their best sculler, Mr. C. V. Fox, entered but withdrew. Great Britain did not have an eight, or any multi-oared boat, being represented only by the sculler, St. George Ashe, but he was not of the top British calibre.
The French, naturally, entered numerous competitors, but they were challenged by top oarsmen from both The Netherlands and Germany. Belgium had a good eight entered, while Italy and Spain had a few scattered rowers competing. Although only five events can be considered to be Olympic events, there were other events open to junior oarsmen.
