The program was the same as in 1972, with five measured weight classes and an open division, for six events. Since 1972 a number of judo rules had changes, with Britains’ Charles Palmer overseeing the introduction of the koka and yuko scores, and also the penalties of shido and chui. In addition, rules against passivity were to be more strictly enforced. The 1976 judo matches were held on the infield of the Olympic Velodrome, as the judoka moved into the cycling stadium three days after the track cyclists had finished their Olympic events. It was considered a poor venue choice as the spectators were at least 60 metres away from the mats.
