There were eight teams entered in a round-robin tournament. The qualifying standards allowed in the first four finishers at the 1966 World Championships, the top three at the 1967 European Championships, and the host nation, Mexico. Japan had won the 1962 and 1966 World Championships in addition to the 1964 Olympic gold medal, although the 1966 World field was somewhat diluted because of an Eastern Bloc boycott following a scandal surrounding the GDR (East Germany) and PRK (North Korea) teams. But in the European Championships, the Soviet Union had won 7 of the 8 events since it was first held in 1949, losing only in 1955 to Czechoslovakia. The event was expected to come down again to Japan and the USSR. The final match saw the two teams meet, both with perfect records of 6-0. The Soviets won in four sets, 15-10, 16-14, 3-15, 15-9.
